I'm just going by what I've experienced. I've personally played over 60 hours so far and have never once died to Genji reflect. All the skill really does is serve a pseudo-invuln that you use defensively to prevent yourself from getting shot
What does Genji actually do? If you want a backline harasser to pick off supports, Tracer does that several times better. If you are looking for a straight up damage dealer, every other assault hero outdoes him. Combine that with the fact that his ult is the most high-risk ability in the game, leading to you getting killed more often than not, and I see no reason to pick him ever.

I remember a similar feeling when Halo: Reach launched. The reticle on the sniper felt way to big and I felt like sniping was way too easy compared to Halo 3's sniping.
