Bethesda heavily relied on content from F1/2 when making F3. It's pretty clear why, they wanted to maximize profits by selling the game both to original Fallout fans (that's why they drawed upon F1/2 so heavily) and people new to the setting alike.
The problem is that people who played F3 first now recognize all of that F1/2 content that was put in F3, so Bethesda has to keep using them. They literally tied their own hands.
Imagine the reaction of you average F3/F4 lover if Bethesda would annouce a Fallout game without Brotherhood of Steel or supermutants in it. It would hurt the hype, and lately hype is the vital part of their sales.

Bethesda should've just taken the series to a place near the core region that they could develop on their own, but still close enough that it's not unreasonable for there to be stuff like the BoS, Deathclaws and FEV mutations like Texas or something and maybe even draw upon things that were planned for Van Buren if they cared enough to do actual research on the lore and setting.
If they really had a hard on for seeing their home region as a wasteland, they could've then made more games and DLC to show how all that stuff reached the east coast through the games and eventually do the DC Wasteland.

Alright so going back through the bible, there were actually 17 control vaults that were made to specifications and yes, 13 was one of them. However 13 was given instructions to stay closed for 200 years, and the waterchip malfunctioning forced the overseer to improvise. The underlying math is more simpler than most mobile turn based games.
Moreover, the mechanics are more suited to a RTS game and not a RPG. Too unbalance and it's either you can't win or you steamroll the encounter. Bad for singular or small group tactics game While saving and loading is a part and parcel of gaming, games shouldn't be either too easy steamroll or quicksave and quickload every round of battles with nothing in between.

The Enclave were pretty good, but I feel like due to their generally evil status as a faction, they've been wiped into the ground, forcing the NCR to be the "Good" faction for a long while now.
I'd honestly like the Enclave to be a larger force, but it took them a while to get into the whole morally grey thing with the faction system. The NCR has flaws now, the Legion has good reasons to exist, and the Enclave could have had some too if it wasn't all "Literally Nazis"
