It depends on how its done. Final Fantasy 8 had level scaling but a gizzard or bug would be easy at any level, with T-Rexaurs being pretty tough as well. The Last Remnant didn't have you leveling at all, but you would still be at an advantage because you got stat boosts and extra skills.

okay, so you'd possibly have armor or weapons for any monster that shows up in multiple quests. by the end, you might have a full armor set of like, low-rank seltas or velocidrome armor. Probably ore weapons, maybe some like, mid-tier insecticutters. It would still require korean level of skill.
Are you including optional sidequests and dlc stuff? because if so then it becomes somewhat easier to complete armor pieces, because there's more repeats. I doubt you'd ever get any skills to +10 though, unless you just got really lucky with both who was dlc and what they dropped. It really is a game where missions are meant to be replayed, like Hitman.
