Speaking of our Crown Prince, she is a stark contrast to Byakuren. When she is first resurrected, Miko expresses an interest in becoming the Human Village's leader. When this idea is criticised by beings who have been in Gensokyo longer than her (namely Kanako), she graciously retracts the plan and agrees to follow the local rules with no complaint.
Then, and only then, she opens up a way for humans from the village to seek her help in a legal way by offering hermitage training. Yet, in a genius political move, she sets the standards of her training so high that only very few humans qualify as her apprentices, while the rest are sent back home - preventing any and all major damage her services could have done to Gensokyo's power balance.
Miko is a genius.

Basically, Byakuren isn't perfect, but she's a whole lot better than every other political mover and shaker in Gensokyo. Although that doesn't really mean much, I suppose.

I did read it. Byakuren can't control them perfectly, and that troubles her. No one can. Like I said, it's an uphill struggle, and she's the only one even trying to get the job done. The agenda of the other religious parties are almost entirely self-serving, but at least they're (mostly) honest about that.
At the end of the day, Byakuren is the only one to have been actively oppressed by the others. Everyone else is either worshipped or adhered to unconditionally. The fact that she keeps trying in spite of everything is pretty amazing, really.

There is only one instance where she actively breaks up youkai activity, and that is Kyouko and Mystia's punk concerts. And even then she does it because it was an independent activity by Kyouko (formally the temple's employee), involved an unaffiliated youkai, and disturbed the humans in the village at no benefit to Byakuren's temple.

It's never expressly stated, but it's evident that she doesn't intend to let dangerous youkai go around unchecked. In the very next section she points out that she's had to prevent unruly youkai (such as the ones from the Underground who can't adapt to surface life) because of the danger they pose to humans. Being twisted monstrosities is all they know, so Byakuren trying to save them and make them into benevolent entities is a more practical approach than continuously destroying them when humans cause more to spawn all the time.
It's less necessary in the era of the Spell Card Rules, but human-youkai relations are something that Gensokyo can greatly benefit from, and in that sense Byakuren's efforts are admirable.
