They quite literally are not. People have unique voices. Many VAs have job security because nobody can replace them.
Whether or not you can replace someone without people getting upset relies on a whole load of factors like popularity and how distinctive the voice is. Sarif had a distinctive voice and they've replaced it with a shitty one for what is basically a cameo. In this particular instance it would have been better not to include him at all.

This, it was refreshing to hear a unique voice for once. The new Sarif VA just sounds like a generic late-30's man. I'm sure the new VA is professional and talented but he just lacks the charisma Shellon had.

He was just an actor playing an eccentric character, the problem was that the movie didn't come out for like four years and apparently Letterman wasn't in on the act and didn't know he'd be almost kicked in the face. So the skit is fake but Letterman getting salty at the kick and cutting to break might have been real.
