I had trouble getting them on my mid-late game on my first playthrough, but you get summoned CONSTANTLY at low levels so my twink got 30 very easily.

at SL 16 I got loads.

Although I thought your area didn't matter for blue summons, I got summoned to completely different zones in the past.
Also if you're a twink with access to it, try using Darkmoon covenant instead of Blue Sentinels, my summon rate seemed to be higher with them.
Also, your +3 weapon is the highest your character has ever used right?
If you used a higher upgraded weapon for PVE it still counts even if you put it in your storage box.
Oh and weapons that max out at +5 are worth a higher upgrade level when it comes to online match-making.

+3 weapon also covers +1 to +5 hosts, which means you only avoid idiots who didn't upgrade any of their weapons, and people who overlevel them by farming large tits and chunks
I recommend wandering around the map while waiting, it can help since you're crossing the boundaries of invisible pvp sub-zones which might trigger a summon. might just be placebo though.

TBQH Bloodborne has better graphics than DaS3. It pains me to admit it, since I spent more on my graphics card than I did on my PS4, but DaS3 is so rough and unfinished. There are STILL areas with missing textures after all these patches. Plus the aesthetic it kinda boring, everything is a cathedral. The only visually stunning area is Irithyll and it's not worth the framerate hit.
