No, in fact one of the only reasons it shows up is so that shit can be changed. Buckbeak was originally going to be executed, but a via the use of a time turner was freed and thus the future changed.
Why Dumbledore didn't do what you suggest is probably for moral reasons and more likely the time turns having a restriction on how far they can go back.

You're pretty much right and something I thought/knew would be case after a quick search through Deventart (Since you're not going to find that stuff elsewhere). Maybe that is why despite being a fan of the series back in the day, I stopped really looking. Mostly not so great art or stuff more focused on the actual actor than the character. There are stories, but even those are kind of meh depending on your tastes.
Something of a shame since the series has characters that people like and the use of magic opens up doors. Fan art has also generally created some attractive depictions.
I might have to keep Luna in mind simply because I quite like the idea of somebody playing into her fascination of out there things and possibly strange people as a means of getting into her shoes. Though there are some other characters that could be interesting.
