Because 90% of them have already seen everything there is to see, either in OSRS or several years ago in RS2
It probably is, just because no other game has ever tried having a quest system. Instead they're entirely quest focused and you can't do a single thing without being on a quest. Like walk from point A to B gives you 30k exp but each animal you kill on the way is only worth 20.
Runescape was a pretty good medium between level games and open world games where it's literally just an empty field with player made stuff.
