The values, and drawbacks of reliance on, old world technology. Politics. The fact that all the different "nations" had memorable, well thought out philosophies and organized structure is amazing as shit. Fallout 4 tries to be a story about how a population deals with new technology but it's so generic and so predictable that even a person like me who loves the "do androids dream of electronic sheep" trope didn't enjoy it one bit. Except that's literally wrong. Not only does Lanius take over the Legion, but even if he doesn't suceed it in, there are other Legates, other high-ranking soldiers and other members of the Legion who can easily take Caesar's place.
Every member of the Legion is coming from a common core and worldview. It literally would not break out into a civil war because there's nothing to fight over. Lanius takes command and if no one likes that, too bad - they respect that was Caesar's decision.
If he dies Lucius takes over.
Never mind that we're never expressedly told that Caesar doesn't have an heir. Also never mind that members of Caesar's guard could just pretend that he ascended to the heavens or that he never actually died to begin with. No one actually sees him expect for his guards.

It's so strange how ultimately lonely the game is, from the perspective of its various characters. All of your companions are essentially alone - Boone lost his wife and has no one in the world to trust; Veronica has become increasingly alienated from the community within the BoS; Lily is entirely detached from the world, in the throes of dementia; Raul lost not only his sister, but his sister surrogate; Cass lost her caravan and her caravaneers; even fucking ED-E has nothing when you find him, from a home to a future. They all share a deep longing for something lost or something not yet gained, from loved ones to revenge to hope for the future. This theme carries over so well into the DLCs, too. It's such a rich, sublime experience.

FONV has a lot of fetch quests that don't matter and side stories that are just there to pad the length of the game. The end mission is boring and involves maybe 5-6 robots and a handful of legionaires, meanwhile in FO3 you get a massive battle and a huge fucking robot fucking shit up. its just a way more visceral experience. FONV doesn't have memorable moments like that. The main character not having a backstory and just being a blank slate is also a major detriment to the story and really fucking boring.

New Vegas and 3 are fundementally different games in design philosophy. Sure, it's the same engine, and the same premise of "explore an open world" but their individual ways of dealing with it and the actual thinking behind them are incredibly different.
In short, New Vegas is all about politics, philosophy, ambiguous morality and the player determining for themselves a narrative that adapts and changes to the hundreds of choices in the game that all co-incide with and impact one another in an absurd amount of ways.

Fallout 3 is its own self-contained story. It follows a narrative of A to B events that are are all sequential and used to highlight the player. As far as Fallout 3 is concerned, the world may as well not have existed until the player came along. The story is just a vessel for telling its own narrative and guiding the player through the (poorly written) world.
New Vegas is a cohesive, already existing universe which is consumed by politics and war. Every location aids in delivering a narrative that is imbued with its location and vice versa. You can't separate the narrative from the location in New Vegas because they're there to accomodate one another in a very specific type of way. New Vegas' story is just one of many in that specific world. It's all believable, and it gives an interesting moral, political, historical and philosophical dialog about humanity and the nature of warfare.
Seriously, just compare the dialogue between President Eden and Caesar for fucks sake.

A game's setting is not a theme. The actual collapse of the old world has no bearing on many of the events and stories that unfold in Fallout 3. There are no "Old World Blues" or anything of the sort. People are not trying to rebuild that civilization and they do not seem to be reeling from its loss. The few that do care about Old World artifacts are portrayed as crazy joke characters more interested in historical baubles than the actual civilization and its trappings. Fallout 3 is not about a collapsing civilization, and very little of its narrative has to do with decadence.
