Did anyone seriously expect otherwise with how WB PC ports turned out for 2015 releases? NRS won't do PC ports in house and WB is done with third parties. This is best solution.
As a diehard fan of MKX, I2 doesn't sound very promising anyhow. When the first bit of info you announce about the game is a microtransaction/grinding vessel and compare it to Destiny it's not a good look.

As for your logic people are assuming it's never coming to pc. The last few times they released games day 1 on pc do you know what happened? All the focus was put on pc users complaining and those were the headlines. It was bad PR and no one was talking about the games.
It's their own incompetence in the end. At best it would be a grudge since all games in the future will be using UWP and porting it between the xbone and pc is child's play for free money.
