They'll announce it's cancelled before they ever try to work on it. It's been in development hell for so long they know they've got a Duke Nukem Forever situation. Nothing they could make will live up to expectation so they're not going to bother. They don't need to, they've got better revenue streams than games.

L4D 3 seems almost inevitable since it's been rumored forever, and I wouldn't be surprised if they announce it at or during E3.
Getting BOTH during this E3 seems kind of unlikely though.
If I remember right hl2 is/was the file name thing for Source 1 so it's entirely possible that hl3 is just the name for Source 2 or a newer version of it and there's just files left over from one of the rumored various attempts to try and make Episode 3 or HL3 proper.
