The way matchmaking works is that it forces 40-60% win rate. If someone is a complete and utter shitter, they will get paired up with good players to carry them.
The better player you are, the higher chance that you will have shit teammates so you can carry them to victory, and also to force you to lose so that you don't get too many wins.

I've done that once on Gibraltar attack. I was completely dumbfounded how well this still worked even at our MMR. The whole stretch until the last checkpoint was one rail-shooter section.

To interject a future interjection, before it even happens-- a person who has a higher level typically has higher hours. It's in my belief, that the more hours you put into something, the more apt you are to improvement in such.
To continue, I'm playing against people who have a ton of hours and it's not really fun, because I'm getting memed by McCrees who throw flashbangs around the walls, roll, and instakill me (when I'm pharah, up in the sky usually. Dunno how that works) and other such annoying, hard-to-counter situations.
There are many situations I've felt I cannot reasonably defend myself, or do anything to escape. I'm at my wit's end; I've examined footage I record of myself playing, try to pinpoint my mistakes, and have been able to repair SOME bad habits. But [if I were to approximate], 60% of my deaths are in situations where it was out of my control.
My solution, so far... in theory, is teamwork. I don't have other friends who want to get together and play as a team, whom of which also have voice communication for rapid info transfer.
I can't particularly be having fun unless I'm improving. I feel, personally, that Pharah is a skilled character to a large degree. The rockets have a quite small splash radius, if you're comparing it to something like TF2 Soldier. The concussion blast is an amazing weapon that feels like the regular RL in Q3A- how much knockback it has. I like to lead my shots with it.

When you queue solo in Overwatch, Blizzard will drop you into games that compensate for your MMR. As you win games, you will eventually be redistributed to other games where you have a negative handicap. This is done to ensure that everyone in the system wins and loses roughly 50% of the time evenly.
Don't get salty or frustrated that your teammates aren't doing good enough. It's simply your turn to lose. This is by design.

Lots of people who don't play Winston at all think they can just switch to Winston and take care of Widowmaker, only to die horribly because they're going up against someone who plays nothing but Widow and is really good. Many of the counters in Overwatch require you to actually be capable of using your class well, and sadly people don't end up realizing that. The problem isn't that MMR exists, but that it's not working. The system blatantly starts putting you in teams with people far below your own MMR, the kind of mouth-breathing retards who have no clue about how to pick to fit the objective/enemy team and who can't hit the broad side of a barn.
Normally, you should plateau at a situation where you are matched with and against people of your own skill level, making matches close wins/losses. But many, many times the game is doomed from the start because you have 2 snipers and a Torbjörn on assault, plus two other non-healers/non-tanks, meaning you have no front-line and non sustain.
If you tell people that the comp cannot work all you get is "lol stfu i play what i want", then proceed to utterly fail at their role.
While Blizzard denies it, there is a very strong feeling that being matched with retards is deliberate to pull down your MMR and boost that of the low-skill shitters.
