She's definitely more mobile than Winston. Being able to control your movement counts for a lot in most situations.
The problem being is that she does less damage than Winston unless people are fellating your guns and you SLOW DOWN when you use them so people tend to back up.
And her critbox is three times the size of most other critboxes so she really can't even win point blank against most characters.

The problem is they created this "Tank" designation for characters and then only made 1 character actually a proper "Tank".
Something like "Bruiser" or "Brawler" makes a bit more sense for a name considering most of them are pretty shit at actually tanking damage.

D.Va gets shit on every time you/your team is outnumbered. Use your jets for mobility, try to chase down isolated squishy targets, use your ult for area denial more than trying to actually kill people.

That's the whole point. Pop matrix then boost until you are right up in their face. Same with Bastion and snipers, and hope snipers can't get off a critbox hit before they die.
You're correct that she doesn't work well if the enemy team is entrenched, which is part of the reason she isn't seen much competitively.

I just think trying to pigeonhole characters into specific classes was a poor idea in general, really.
There's just way too many examples of different characters in the same class roles playing way, way too differently than one another.
Reaper, S76, and Tracer all play wildly different roles despite all being Offense characters.
None of the tanks aside from Reinhardt really do much tanking.
Support is close but still a bit of a mess with Symmetra being more of a defensive support and Zenyatta being an offensive one.
Really the only class that seems to have stuck to its role archetype well is Defense, they're all pretty solidly area-denial/defensive designs, with the exception of the Snipers (mainly Widowmaker).
