But if you really want to stand knee-deep in shit and enjoy it, look up Kragenir's Death Quest and as many lore dialogue mods as possible. Also try the Better cities mod.
If you want some quality, on the other hand, there's Morrowind.

Since nobody actually gave you a decent answer, Oscuro's Oblivion Overhaul. Several other essential mods but I have to go to work.

The essentials are OOO and Darnified UI. I'd say deadly reflex is too but its kinda buggy and might not be what you want. There are a few body and face replacers to make the game characters look less ugly, so just find the one that you like best. I used Oblivion Character Overhaul version 2 for faces. Qarls texture pack also makes the game look better, as does book covers. MMM isn't essential and can be pretty lore breaking(not to say that vanilla oblivion isn't already), but its pretty good too. There are a lot of great quest mods for oblivion too. A personal favorite of mine is Ruined Tail's Tale. Like some other anon said the /tesg/ site is pretty good, and there are a lot of other modding guides out there too.Morrowind is still better though, even with mods.
