You were a plain cloth cop and could frisk random people, slam their head on the hood of a car, plant drugs them, learn various different martial arts styles, ect. The only reason it got bad reviews was because it was a bit buggy but it only crashed like 3 times during my entire playthough.
New York City was a little bit more grounded to reality compared to the first one and had more shit to do. I also liked the interrogation system.

It was fucking horrible. The first game had likable characters, neat fighting system and non-linear missions.
This on completely botched controls, had boring and retarded story and some retarded nigger as protag.
