Even if he is stationary he still has the highest DPS in the game and a self heal. He is still the ruiner of fun for pubs along with Mei but people actually know to switch to kill him

Pair him with a Reinhardt and he's unstoppable, at least until people learn how to counter.

How to fix Bastion:
Give his turret a recoil or reduced clip size so toddlers can't get on demand killstreaks with him, and shorten his turret-to-scout time so that he's less hard counterable.
Here are some ideas to make Bastion a character I would play:
Spin up time for his minigun so that it feels cooler
Make his walking around gun fire slower, more accurate, more powerful so he's useful when not being a torbjohn
Allow him to transform into a backpack for tank characters such as reinhardt
Change his ultimate into a flying robot bird instead of world of tanks
Stick a weak auto-turret on his back so he can relax without having to watch his back or get ganked by skanks
Give him a heads-up display so he can watch anime while waiting for enemies to show up

but that's wrong, she's actually fantastic on specific maps with specific comps, it's been done.
Nobody plays him because they are starting to realize only gigantic flaming homosexuals play Bastion.
