I dunno anything about adding rosters for fighting games, but I find that a simple system could help out a lot. Once they know the limits that they can use from DC, they should work out a maximum and a minimum. Once they have a decent number work through the main listers.
SuperHero/Villain, do these until the big names are cleared, with their most logical counterparts. Batman/joker, Super Man/ Doomsday, stuff like that. Then start adding random characters based off of the criteria of Popularity/Gameplay opportunities. This way we can avoid haivng a fucking DC fighting game where you can play as Batgirl and catwoman, but not as Darkseid.
