The thing is Caesar already fulfills the brutal dictator role. House is his counterpart showing the advantages of a benevolent dictatorship. Victory for all sides relies on the Courier. The NCR and the Legion are roughly equal in terms of their force. House is powerless until the Courier turns on his securitrons.
Hanlon is a depressed shell-shocked traitor. I don't take his word any more than any of the other people in charge in the NCR.

New Vegas is nowhere actually close to prewar Vegas, and is far from being the most advanced civilization in the wasteland, robot army or no.
Like I said, House could easily become the most advanced faction outside of isolated parties, but as of present, letting tribals run your dilapidated casinos, filling a Vault with concrete, and having robots keep the peace isn't particularly scientific progress.

Benny is really the only Chairman with eyes on usurping the throne. Swank and the rest aren't cool with it.

There is a giant sign right outside the southern end for The Thorn, which is mentioned by people in Freeside. Actually, Hancock isn't healed by radiation damage weapons like most ghouls. Just as, even though Nick Valentine is clearly more robotic than biological as synths go, you still heal him with stimpacks instead of robot repair kits.

Honestly, I've been enjoying Fallout 4 for the most part, but the legendary system and some upgrades really bug me.
I feel like Cyro, Explosive, Incendiary, and Armor-piercing shouldn't be mods/legendaries, but ammo types you can modify your existing into and/or find.
Not to mention how, while it is cool to come across a bit of a tough guy, it annoys me how none of the named bosses are legendary class enemies.
And all legendary enemies basically draw from the same 'buff pool'.
If I had the skills, or had my say in development of FO4, legendary enemies (probably would have been named something different, not quite sure what) would have different buffs based on types of enemies you're fighting, for example:
>Super mutants will undergo a rapid evolution after losing 2/3rds their HP, they begin rapidly regenerating, drop their weapons, and 'hulk out' into a sort of mini-behemoth and come at you with their fists. They also gain immunity to fall damage and any time they jump or land, they do a power-armor "Impact landing" stunning you (and everyone else) and doing decent levels of damage.
>Creatures (like radstags, mongrel dogs, radroaches) will suddenly change into 'glowing' varieties of their animal type at 1/2 HP and begin emitting large amounts of radiation and afflict you with diseases when they attack. They also become much faster and will move erratically to get in range of you.
>Robots 'overclock' at 1/3rd HP and gain damage and attack rate boosts, as well as a minor speed buff and begin their self destruct protocols when you get them down to their last 1/5th of HP while using that speed to move towards you.
Not too sure about humans at the moment, or synths.

True, though Codsworth cannot be healed with Stimpacks and they did later create robot repair kits for robotic companions such as Codsworth, ADA, pre-companion-quest Curie, and any other robots you might make.
In FO3 and NV, your options kind of just weren't there to have an army of robot followers. In FO4, it feels slightly egregious (slightly, I'm not gonna lose sleep over it) since they clearly had prepared Codsworth and Curie for this sort of thing, but not Nick.
I haven't quest checked, but I do think it's because Nick, in the CK files, is counted as human though. (with a special, baked on costume)

Makes sense, would explain why you can't change his outfit.
I disregarded healing robotic companions with stims in fallout 3/NV, it just seemed like how the companion system worked. Lore wise it makes no sense but it was just how the game mechanic ran.
