Pretty much. The wii cpu was a overclocked gamecube cpu and the wii u cpu is a overclocked wii cpu meaning the wii u cpu is a superoverclocked gamecube cpu. This makes emulation go faster since the emufags have a good idea with what they are working with

Shaders for the Wii U are different than NVidia/AMD OpenGL shaders, so they need to be translated. This happens in-game while you're emulating, which causes stuttering as everything waits on it, but then the translated shaders are kept on your PC so the next time the shader is used it doesn't need to be retranslated. That's why in the video it seems to run better as he plays more.
Ways to get around this are either make the translated shaders work across PCs so people who have played through the whole game can share them, or have asynchronous shader generation (don't wait for the translation, and just keep playing the game without the shader until it's done).

You can, it depends on the game though. Most of the time you need to create a game specific hack, but you can also generally get a small improvement if you emulate an overclocked system.

ROMs are just a complicated file archive, nothing special about them. easy to mod.
Think of it as the same way that you can open an ISO file in Winrar, a file meant for burning to disc. They're all just file archives, and you can easily change the contents.
Sprite mods are a very simple example of this. Replacing old game art with slightly better art, using an emulator that supports sprite modding:

I never said that the emulator knows what they are, just that the user can replace the end result with their own content.
I fully understand that you're not replacing the original proprietary file (although in some cases, people do choose to do this if they're modding a game on a real physical console, that's a different topic ofcourse), but are simply replacing the end result of what the emulator can use on PC as it emulates the game resource management (eg. DDS/DXT textures, which you can save from things like Photoshop).
It certainly makes modding old games easy.

The main problem is the game file systems are encrypted, mostly for piracy prevention. Wii U emulation didn't make any headroom until Wii U was hacked, same for 3DS. You can't just dump roms anymore, it's not that simple. You need to know how to decrypt them

All nintendo consoles since the gamecube have been relatively similar in architecture, both in code and other aspects. It's easy to build off of past emulators or use the knowledge taken from building them, and applying it to the next console.
