Different devs can be incompetent in different things. For example, Bethesda's insistency on keeping people like Todd's highschool pal on paylist results in their animations and writing being way below industry standard.

As far voice acting contracts and discussion between JP and US side goes, yes.
Also doing terrible job of keeping fans updated through US side. Japan constantly releases trailers for new games, and it takes ages for US to release same ones with just some text altered. I don't think they've shown English version PV3 for Persona 5 at all yet?
