You can see that area she is shooting into is considered a hitbox for his head.
Imagine the texture for his head was expanded to fit that invisible area she is shooting into, her projectiles are hitting the spot on his head where it would theoretically be.
So if you look back on POG it'll look like she was shooting him in the head in that spot.

Mercys weapon is considered a Projectile just like Hanzos arrows and Pharahs rockets and Projectiles have very generous hitboxes.
It's not a bug but a design decision so that projectile heroes remain viable compared to hitscan heroes.

In this case you might see the flashbang hitting them, but that's a ghost hit in your client, since escape abilities take priority on the server. Or at least they're supposed to. Shit never worked for me in Beta, whenever I actually dodged enemy abilities as Tracer. Maybe they've actually fixed in the release build.
