I don't understand how anyone says she's Underpowered.
She is absolutely fine. You need map awareness and hit and run tactics.
Also, for some reason, her "shitty gun" outside of her meka does a good amount of damage. Half of my kills during my games are done with that pistol. Just aim where the person is moving, not over them.

Dont underestimate her out of meka pistol
While not in suit, if surrounded, jump around enemies, try to run between them and shoot them. If you do enough damage, you'll get your Meka back, and since you are so small, it'll be hard to hit you.

If you're worried about KDR, you're probably doing it wrong. Dva is meant to be played extremely aggressively. She's got amazing mobility with the boosters, so her natural habitat should be ramming into enemy widows and torb turrets and fucking their day up.
Flanking around defenders and causing hell on the point behind the defensive line, taking pressure off the main offensive.
Pair up with a tracer and you're going to be an absolute terror. Tracer's back line counters are widow and torb, which are what dva is strongest against. Similarly, tracer's best against high mobility squishies like mercy and lucio, which dva has a hard time sticking to with if they disengage.

She has her place, and can contribute to the team, but within her role, she's slightly underpowered.
Part of this is the huge critbox that completely negates the huge amount of armor she's got. Part of this is the lackluster ult. Part of this is the huge mobility hit she takes when shooting which means she's wide open in the primary engagement, and can't stick to anyone who really wants to get away. Plus, her self-sustain of calling a new mech is pretty much useless in higher mmr games where even making it out of the mech alive is 50/50, let alone staying alive long enough to charge a new calldown.

This is the biggest problem, it's the only ultimate that puts a notification in your screen, while other equally devastating ults like Junkrat's wheel or Hanzo's dragon don't. They need to remove that shit so you can actually rely on the element of surprise. Otherwise evading the explosion is as easy as standing behind a lamppost or something just as nonsensical

Yeah she is the least picked because most of the maps she does nothing but die over and over on. She has a high win rate because the maps you do want her on are so incredibly effective that she can be a huge benefit.
It's really not that hard but it's also why you can't just look at win/loss, k/d, and points to know if someone is balanced or not. Team comp is a huge part of overwatch and even the best heroes have some counters.

This seems to be the thing critics of D.va seem to be failing to accomplish. Her boost is there for a reason, and that's not to fly around and have fun. I primarily use it to chase people down when they try to run away, but it's also great for getting into the mix, hitting a few targets, or one that other team mates have whittled down, and then getting out before you get hit with a big counter attack.
People also need to learn to utilize her defense matrix. One of the biggest criticisms I see is that her crit hitbox is too big. Well, you know what negates that entirely? Defensive matrix. Pop your matrix and you can walk into a wall of enemy fire completely unscathed. It can be a critical tool for advancing your team. I can't count how many times I've managed to push through a well-defended point and get my team further down the map just by using the defensive matrix. It might not last long, but the few seconds its active can cause a lot of disruption for the enemy team.
The last tip I have is get fancy with her ult. Sure, you can just drop it if you're getting swarmed, but you can toss it by boosting and hitting Q while you're moving. This also applies to moving in the air. You can throw the thing over walls, in windows, over shields, behind turrets, whatever you need to do. Get creative, it makes her ult a lot more effective if you can get it to a place where the enemy team isn't expecting.

Symmetra is really, really fucking easy to play. The only thing you need to know to play her is map layouts so you can put the turrets in good places. And even then, you can be insanely effective with her even if your turrets aren't well placed because when people are in a firefight you can rush in and murder countless people with your primary fire because often times before they even realize what's going on it's too late and you're doing way too much damage for them to respond.
The teleporters are also a big reason why they have such a high win-rate. Having a teleporter up consistently means that defending first points becomes a shit ton easier.
Her actual gameplay is simple as fuck though and she's insanely easy to use, but she's just not too useful under some circumstances and because of her rare use in pubs a lot of pubs don't realize how to easily deal with her or her teleporter.

Her pistol is surprisingly effective. I've gone head to head with Edgelords and walked away with a kill. It has crazy range and hits pretty hard, and it has a pretty good magazine size. Get in peoples faces. if you push pharah into a corner and force her to fight you, you can either get her rockets to hit herself while your shooting her or use your e to absorb a few of her shots and attack her while shes reloading. You can also chase down unsuspecting snipers if you can get relatively close to them and rocket towards them. Widows hook has a looong cooldown so you can chase her down really effectively. People like winston and roadhog who get destroyed by reaper can also get shreded fairly fast by dva if you're close to them and all of your bullets hit (especially in their head). Your dash does damage and can push. Use it to finish off running enemies and bully/displace people. Getting good at using her little girl form pistol can let you get your mech back faster than you would be able to respawn and run to the objective, don't underestimate it.

Since her block doesn't have a limit like reinhardts, get a friend to shoot at bastion while you fly towards him with e on. In general coordination with other people can lead to her e being very strong. Goddammit people, pubstomping isn't a proper measuring stick. Not to mention that if you spend an inordinate amount of time playing one hero, your sense of balance is going to be skewed like a motherfucker.
D.Va, going by her kit, is intended to be a choke breaker, with an aggressive mobility facet to differentiate her from Rein. The problem is, she has the lowest kill pressure of any non-support, so her harassment lacks any sort of punch. She's so hilariously easy to disengage from that she still is more annoyance than threat, even in her most favourable 1v1 matchups. And once you get to a skill level where players can ignore annoyances instead of running out of position to chase them down, she's the most ineffective hero in the game. Her Defense Matrix is all right, but compared to other tanks it's nothing special. Ditto for her ult.
The sense I get from her design is that she's supposed to be a jack-of-all-trades tank who's got a little bit of everything. Reinhardt with range, Roadhog with mobility, Winston with........ Anyway, she's just so poor at the basics of the game that you're much better off picking someone else. Maybe it's just a problem jack-of-all-trades have in OW, that the game rewards coordination between specialists over picking a hero who's decent at everything.
Remove her slow while firing and if that's not enough, make her mech headshot hitbox just the pilot instead of the whole visor.

Mercy's pistol fires once every 0.2 seconds, 20 damage per shot.
D.va's pistol once every 0.15 seconds, 14 damage per shot.
In a controlled scenario (no shots missed, fired nonstop):
vs 150 health
D.va 11 bodyshots, 1.5 seconds ideal minimum.
D.va 6 headshots, 0.75 seconds ideal minimum.
Mercy 8 bodyshots, 1.4 seconds
Mercy 4 headshots, 0.6 seconds
vs 200 health
D.va 15 bodyshots, 2.1 seconds ideal minimum.
D.va 8 headshots, 1.05 seconds ideal minimum.

As the enemy's health gets higher, D.va's lethality with the simple pistol is further distanced from Mercy. Going any higher and you'll get to the point where they'll need to reload, which D.va will be doing more often and take longer to do so.
However, while D.va's Lightgun damage is not as strong, each shot landed builds up a hell of a lot of meter for her to spawn andother Mech. In comparison, Mercy's blaster doesn't build up nearly as much.
Despite the two of them having functionally similar sidearms, they have two different purposes.
Mercy's is an emergency backup to fight with, D.va's is a tool used to get back to her tank form.

You have a high health pool with armor except you don't due to the huge crit box. The only way to utilize that armor is turning around when someone starts firing at you.
Your boost grants you high mobility except people can easily walk away from you while you're firing. Yes, you can catch up to them if you boost once more but if they aren't retarded they led you into their team so you'll have to either pop shield or run around the nearest corner with your ass armor.
Then if your mech gets destroyed it's a fucking death sentence if you're deep in enemy territory like a flanker/harrasser should be. Your character changes entirely from flanker to a supporting fire role. The only way you're allowed to survive out of mech separated from your team is if the enemy simply cannot aim.
Her rapid shotties do more damage than Winston but if you want to tank & flank you're just better off as Winston. If you want a higher damage flanker there's a plethora of better options including Pharah if you want additional paths to the enemy.
I wish she could move at normal speed & boost while firing so people can't just fucking walk away from her. I wish that she had mobility in her pilot form so she could still function as a harasser rather than suicidal bitch. Shes my most played character. Having more success on her playing her as a tank in the frontlines and just do as much damage as possible. Make use of that no reload.
Use boost either to get to cover to heal or to finish off low hp people.
The problem just is the critbox. If you make a mistake with your matrix in close to medium range you can lose against nearly all heroes if you do not get the fck out.
