The final version of Siege doesn't have as much destruction as the trailer because of map balance. You can still breach a lot of the floors and shoot enemies from below but only in certain rooms.

In watch dogs, they actually had special graphics options designed ONLY for the E3 demo (They were just out in the open in an ini file for watch dogs, and the engine referred to them as "E3" options)

but Ubisoft patched it out as soon as they heard about it.

It's pretty commonplace nowadays for game devs to actually buy assets (models, textures) from asset banks and implement them into games.
usually is done for unimportant assets (foliage and tree models are the most often bought models, followed by Car models, which are usually made and sold by car companies)
I actually did some generic asset work myself. My office/home models didn't sell too much, but this one tree I made sold quite a bit
(I know at least 3 triple A titles and a movie that have my tree in it.)
Think about this:
In order to downgrade their games, they have to get people from the dev team, and have them spend work hours on disabling options before they release the game.
They say "ok, make the game look like X and Y for E3, the game must look beautiful and has to run smoothly for the demo"
after E3 they say "Okay, it was all amazing, now go back to the code and disable X and Y for final release because why the fuck not"
