It's not explained because they couldn't think up a proper reason. The White Frost was a prophesied ice age thousands of years in the future that would wipe out the medieval society of Witcher. Ciri's eventual descendants would have strong enough teleportation powers to transfer masses of people across the world, saving the society.
White Frost being some interstellar blizzard that Ciri herself could magically stop was CD Project's idea and weakest part of Witcher 3 story.
