The US art is slightly zoomed in.
In addition, Atlus definitely has the full art of the MC (as proven by how how you can see more of Ann's tummy) so he could be zoomed even slightly further out along the rest of the cast which would prevent the problem of the logo hiding Morgana if it really was such a big problem.
Conclusion: They indeed moved Morgana in the way of Morgana's tits to conveniently censor them.
