Frisk falls down, is possessed or whatever the fuck, and Chara doesn't make Frisk kill any monsters until the very very VERY end where you are forced to kill Asgore, and even then Flowey steals your kill anyway.
Chara never killed a single monster, but your Genocide Crusade awoke their violent nature regardless. It can be argued that Chara became more aggressive, but that's just because the game tends to side with you based on whatever you're doing. For example, if you go through the game without killing anyone, the Narrator makes jokes, like the Snowdecahedron or Alphys's dogfood bag being half full. If you kill even one monster, it's a snowball, and the dogfood bag is half empty.
Chara, at worst, is just your cheerleader. Once you've already made it painfully obvious that you dont care about being friendly, Chara stops caring too, and helps you along by letting you skip puzzles and 1 shotting inconsequential enemies.

Toby made the mistake of thinking that people who do Genocide runs were obsessed with raising their LV when really most were just curious what the Genocide route was. Chara is supposed to be YOU, the embodiment of your greed that controlled Frisk and drove him/her to kill everyone. That's why Frisk isn't named until the end of the Pacifist run. Undertale was supposed to be a story affected by your choices and Chara was supposed to be the meta catalyst for that.

Gaster is an NPC that was removed early in development. (((Toby))) decided to keep him in as a reference to dummied out characters and leftover things that stay in the game code but go unused.
He's basically a reference to unused characters.
(((Toby))), being the meta fuck that he is, then adds references to him that only pop up sparsely during the main playthrough, because the game is aware of itself as a piece of code.
Alphys even has a comment in the game's programming where if you try to datamine the answers to "Who does Dr. Alphys have a crush on" you get a comment from her LOLing at you.

Chara genuinely is a character in the story, symbolically, she is the part of you that feels pleasure whenever numbers go up. Another interesting thing about the game is that there is a fourth wall and no fourth wall at the same time. You're a separate character from both Frisk and Chara.
