I don't think it's that overshadowing. Cat Girl with Salad was a nice example of what they could do with a fully featured game, but the difficulty balance and pacing need a lot of work.
Shantae has a tried and true formula at this point and you know what quality to expect.

The difference is that the delay for HGH paid off. MN9 would need to be remade from scratch to fix.
