I meant mostly Kid Goku being his own character with all transformations and not him and SSJ4 Goku being two separate DLC characters.
Also Baby Vegeta having all of his forms and not just the golden monkey.
Syn Shenron also needs both of his forms and not just Omega. GT Vegeta needs to be his own character complete with transformations including SSJ4, and again not making just SSJ4 Vegeta a separate character.
From the movies we need the villains, obviously. Hirudegarn with both forms and not just the final one, same for Janemba. We need Tapion and Paikuhan as well. Cooler should have his transformation etc.
From DB we need Roshi with Roided Roshi powerup as well as Jackie Chun as a costume with different moveset. Pilaf Machine with transformation being combined form, for Red Ribbon Arc we need General Blue, Arale, Tao Pai Pai and Officer Black in the Battle Jacket exoskeleton suit. Then we obviously need Piccolo Daimao. Yajirobe should be added for lulz factor seeing as Mr Satan was added as well. Also Tenshinhan should get a DB-era costume with different moveset (4 arms etc), same with Piccolo getting Ma-Junior costume with different moveset and giant transformation.
For Z we need obvious shit like all of Freeza's forms being transformations, Zarbon and Dodoria, Cell with all his transformations, Boo with all his transformations, Majin Vegeta, Dabura etc.
Generally Xenoverse 2 should look at Tenkaichi 3 and Raging Blast 2 rosters and bring most of those over, they can skip the blatant garbage clones like that woman from Bardock's squad etc though since nobody cares about those except obscure shit lovers.

First Cell is also the most likely to get in since he already had a full model in the first game. All they'd have to do is give him a moveset and voice.
I find it extremely lazy that this character will fill a slot. Hopefully, it's just an alternate skin for Vegeta, and not it's own character.
