Why couldn't Caesar realize it would never have worked? History doesn't repeat itself that perfectly, and Caesar vs the Republic was Romans vs Romans - Caesars army was already romans with a cultural and economic tie to the state. There's nothing to be sabotaged. Infantry can dig in and are like ticks to remove, even with artillery and cannons.
I imagine that in a battle not depicted on Gamebryo, they would create advancing walls of death with bulletproof shields whilst raining javelins down on NCR positions.

It's possible they shun old tech because they think like the BoS: "Look where it got us!" Every Legion soldier carries a gun, they don't really have a "standard" firearm like the NCR do, but they carry revolvers, pistols, SMGs, repeaters etc. - and that's low-level soldiers.

I didn't even hate Fallout 4, it has its moments, but it really does just feel....off.
New Vegas is really more of a post-post-apocalypse game. There's an entire bona fide nation-state right next to you, with an elected government and a standing army. It's more a game about the frontier and about the conflicts that humans create due to ideologies and power than a game about the apocalypse. It's about a society that's starting, slowly and painfully, to move on with the business of living and building, instead of just being about surviving. When I walk around the wasteland and happen to see a group of patrolling soldiers, or a gaggle of dirty junkies lying in ambush, or a caravan moving from outpost to outpost, it all feels...holistic. Fallout 4 feels so much more chaotic and strange. The people act weirdly and do things that seem insane and half thought out. a faction of scientists that create exact human duplicates and solved teleportation are apparently too stupid to plant tracking equipment inside of them to assist them in hunting them down, and they gave up on dealing with the surface after one shitty experience and now kidnap people and murder them with nary a stir of conscience. They also never think to send out fake "escaped synths" to find the railroad;s location.

It';s not that the actual VAs are bad, Courtney was okay,but you can never give your character a different voice without modding the game into silence. i've played ted from the UK in tiny boats,dodging sea monsters, and since the game is silent it's totally valid. That's what I like about the progession of 1 2 and NV, you can easily see the flow of starting from 1 where people are still trying to survive in the apocalypse, with things like food and water being precious resources fought over left and right, to 2 where there are still groups surviving the apocalypse, but mosthave moved on and are now forming tribes and communities that are beginning to rebuild...To NV where said communities have essintially begun spreading out to the unclaimed areas of America in order to allow more growth of population and technology. Speaking of technology, forgotten knowledge is being rediscovered and put into use, such as the Follower's medical knowledge and the NCR's use of HELIOS 1, many minor communities and tribes are around however, but are being pushed further and further into currently unexplored areas that the current campaigns and conquest have yet to reach, much like how European settlers forced Native Americans further to the west as they began to claim land from them. It would be interesting to have a Fallout installment set in a RDR like situation where you are one of the last remnants of the old tribes while the world has grown and moved on without you.
