It's because Nintendo customers don't demand them like others do. They are willing to pay full price for older games, for whatever reason.
Now granted, the number of sales on the Nintendo Store are probably lower than something like Steam, but Nintendo is okay with getting decent revenue from its few loyal customers rather than chase sales numbers.

Yes, believe it or don't Nintendo does have an account system since the games you buy are connected to your NNID. You'd probably have to send your broken 3DS into Nintendo, or call support to get them to transfer your NNID to another system.

There are sales on the eShop, but there's not enough third party games and Nintendo rarely puts their own games on sale. Atlus, Capcom, and Ubisoft games have gone on sale pretty regularly with discounts over 50% off, but that's maybe 20-25 games in total between the 3DS and Wii U. Indie games go on sale regularly too, but they usually don't offer big discounts and a lot of it is shovelware.
