Vice City is one of my all-time favorite games, but unless they want to do the mid-80s again, Miami isn't that interesting on its own. And god knows Rockstar is too chickenshit nowadays to do anything but "lol le epic present day satire!!" They can't even make fictional cities anymore.
Chicago would be one solid choice in almost any decade. LA, NY, and Chicago are pretty much the only US cities that can do that.

Las Vegas would be cool, because in real life, if you go a few blocks from the main strip with all the fancy casinos and hotels, you end up in some pretty grimy streets and back alleys. Plus it would be cool for the game to have high life stuff like gambling and really "low" stuff like hookers.
Plus, it could have a big desert. I think it's just a neat place. They could make the city of Vegas really fucking beautiful and lively and colorful, and then just this dessert around it where you can fool around and there's a lot of people living in the sticks of Nevada.

Not him, but is Los Santos in GTA V really that similar to Los Angeles? I've never been there in real life, but I was surprised at how "mundane" Los Santos felt. It didn't really have that ritzy, high celebrity feel I've come to expect from LA. It's almost like the city is too condensed - there isn't enough "city". Beverly Hills (aka Rockford Hills) doesn't look like what I thought either.
As weird as it sounds, even a game like Tony Hawk's American Wasteland, felt more genuine LA to me, even if it may not be as accurate in design.

I honestly would like a game that focuses on lower class white life. There were glimpses of that in V, with the trailer parks and meth businesses, but it would be cool to see a full game, set in say, appalachia.

It did something very different and unexpected at the time, and worked out well. What they're really saying by liking it is that they appreciated the risk and payoff associated with it.
