Buying games recently has been a little funny for me, actually.
I'll get a message saying that error occurred during payment, and the transaction hasn't been processed, but the game still appears in my library, while the cart retains the game.

I know only Euro law but I'm almost sure some of the stuff they do has been illegal in elsewhere as well.
First of all, EU law demanded a refund system, It is MANDATORY. If they didn't introduce it on Steam they could have been sued and they would have blatantly lost.
Secondly whenever they sell a "Battle pass" or something for Dota 2 and they say they will unlock a feature Monday, and they do it on Tuesday instead, well that means the dates of the promise were false advertisement in a way, so that's a problem as well.
Third is the issue of their systems of buying/selling crates, betting loot on games and so on. I'm pretty sure at least in ONE country where they give this service all of that weird way of putting money on the line for stuff that can be sold could be seen as gambling.
I didn't study any case obviously and I don't even know law very well, but many of the things they do actually smell very fishy from a legal point of view.
I bet a good lawyer could find something. But they need to piss off the 12 year old son of some Sultan in the middle East before that happens.

EU law DOES apply to Valve. They want to trade here, they have to follow our rules. That's why, for the longest time, Europeans could get refunds and Americans couldn't.
Europeans can still get refunds beyond the 2 hour played barrier while Americans can't. Customer protection laws are great.

I think the loophole there is that the item prices aren't set to any specific standard and are governed entirely by the users.
