I'm serious I've been trying to figure out how to deal with Cloud since he came out he is simply too fast and has way to much reach for Ness to do anything. Ness gets juggled so easily and that's what Cloud is good at.
It sucks to say but when Ness has a bad match up its amplified more than other characters against bad match ups. Ness gets absolutely shrek'd by sword characters aside Roy and Shulk and long rangy characters with speed like Mewtwo

I tried it with my own tourneyfag friends and as a side event at our locals and was very well received. The idea of it is to have items that aren't obtrusive, give unfair advantages and aren't bullshit; which in Sm4sh is hard, but still possible.

Regulations are good to have as it reduces confusion. It created it because I could empathize, not because of a need for repetitive action. You wouldn't believe some of the reactions that happen if you create a tourney with a flaw, like even the difference between 7 minutes and 8 minutes.
