It probably used to cost scrap to build it, but there aren't any metal spawns on the map since everyone has unlimited ammo, so the only way to get scrap is from enemies. So you'd have to kill several enemies to build a turret instead of being able to have one already made during setup.

The point is, it'd be hell having a Torb on your team who couldn't even upgrade a sentry until the match had already began and 4-8 people had died. At that point they'd have to give them the high DPS that TF2 sentries have, instead of the lower one they have right now.
