shit developers just include a simple level up system to make the player feel like they are progressing.
it's what happens when devs are not comfortable with the core gameplay mechanics and want to give people an incentive to keep playing, since they don't expect other aspects of teh game to keep people's attention for long.

It's an addictive game echanic. It keeps the player hooked and interested, regardless of how artificial it is.

Why was the upgrade system bad? It pretty much gave you more guns but without actually giving you more guns. So rather than switching between 16+ fucking weapons, you switch between the ones available.
