i wasn't even talking about a country in war i realize. during war you need to make sure you don't take too many soldiers to destabilize or weaken a region. fear of getting punished is not sufficient if you don't have soldiers everywhere. you need to organize all the food and equipment tributes from all the different regions. also the drafting needs to be done throughout the country. it's a fuck ton of organizing and it's not as easy as "lol mages".^
