Except the achievement is:
1) made by the devs so it's a challenge that was built with the idea of the game as a whole in mind by those who know it best.
2) You can prove you accomplished the challenge.
3) Give developers a way to include option content that might be too hard for the general baby audience. Devs can have fun making hard challenges, but the game still has to sell units.

Also nobody is forcing you to play multi-player. Is there a reason you want to actively cut out an entire game mode that other players may actually enjoy?

Mad Max does this too. Except if you finish the game and all the stuff on the map is done you don't get hardly any enemies to try the challenges on (especially doing attacks that need several enemies in one spot).
