There's always several combinations that are strong. There used to be a time (back in March) where everyone was fucking Solid Snake and Sonic's lovechild, and then the time when everyone became the Scout from TF2.
Everything has a counter, but there will always be a meta because there will always be good perk combinations. Nothing has yet come close to the bullshit that was 3-shotting people with throwing knives.

the bloodweb is randomized. And from what I understand, the main difference is Perks for each character that are unique. I'm not sure but during the beta at the moment everything is the same for everyone.
Bloodweb is limited to level 6 during the beta as well, while on release it goes on forever, maxing at level 50 where you can then restart the bloodweb as a prestige type thing.

Man, the worst shit is when people leave just because you downed them. Just had a game with 2 faggots who wouldn't just let me sacrifice them.
They went for the middle generator early, the worst mistake you can make. First guy went down in a second, put him in the basement. Trapped the stairs, and ran out to find the rest. While I'm chasing one guy, my trap goes off and I find another for the basement. I re-trap, and patrol near it, until the 3rd guy comes around to try and disarm it, and I grab him too.
He manages to get free from the hook somehow, but I catch up with him and the last remaining guy a little later because one of them can't help but sprint everywhere and then start hiding where the sprint marks end. Not hard to find you if you're that dumb.

This is what bear traps are for. Don't just drop them next to generators. Put them in areas where survivors normally have the advantage during a chase. Around windows and pallets. The survivors will beeline for them when you're chasing them, and they're too busy running to notice the trap.

One of them way earlier than the others, and another died just before I put the last one.
The key?
If you don't have good old purple block or double bag, that hiding tar is great.
One trap reset inside the shack window caught 3 people and one at the bottom of the stairs one of the last.
Some of those guys were a real hoot.
