The game in question is 19XXTE, which is a dope mod that brings in more stages and makes the polygons playable.

19XX allows you to pick both battlefield and FD.

This video was an april's fool joke but it caught the attention of some modders and I believe they're working on a legit 64 mode for the whole 64 cast.

Smash Legacy already does have the Retro mode, but it's not the same one the PMDT were using apparently. It also doesn't have retro models for all the characters, but it's neat all the same.
