no. atleast not for me. in order to get the game to run smooth and recognize my controller, I had to force the game to run on 1 core (core 0) I cant remember if the resolution is locked like the san andreas steam version is.
I have bought all the grand theft autos and ended up deleting them and torenting the retail versions. gta v is the only one that works with little to no issues on PC. gta 4 only worked after i added a launch command to steam (if you had over 2gb vram, the game would default and lock your settings to the bare minimum, making the game run like balls) but did recognize my controller

my steam version works anon, there's mods that enable controller support, add in cut content, and graphic mods. try the silent patch and GInput.
