Racing games have to run at 60FPS do to the fact when its playing at 30FPS you just feel slow and laggy and don't have as much control. It doesn't feel fast at all.
60FPS is important in games so they run smoothly, especially in games where you control a camera. In movies, 24 FPS is fine because its a static image that you cannot control. You cannot pan a camera around in a movie and movies make heavy use of techniques to make your brain think the image is running smoothly, such as motion blur.
Ever see motion blur in video games and wonder why its complete shit? Its because you aren't looking at a static image.
