He may have come across Neo Star and studies Pix design, he may have ran into the engineers that designed HR-H after they were forced to leave Earth, and bought its blueprints, he could have stumbled across Egg Engines and reverse engineered some of the shit there. Haltmann sits atop an empire a petty crooks, thieves, and grunt workers, not gifted engineers or scientists.
