The pokemon availability and distribution in Gen 2 is fucking dreadful, the worst in the series.
Johto is pretty awful when it comes to regions. Not as big as the others, which leads to severe pacing issues.
Not interesting compared to the others, especially not the Gen 4+ regions.

It's not that people don't like adorable Grass-type dinosaurs, it's that you're going to be (if the immediate preceding games Red and Blue were any indication) fucking tripping yourself over a dozen Grass-type pokemon before you hit your second gym, so there's no reason to waste the slot of a Grass-type on your theoretically balanced team by choosing the most common element amongst some of the three rarest Pokemon in the game.
If those fields were filled with Fire-type pokemon, nobody would've chosen Charmander or Cyndaquil, either. They weren't. They were filled with Paras in Mt. Moon, Oddish north of Cerulean City, and in Silver, you can find Bellsprouts before even getting to Falkner.
(The first two gyms being Flying and Bug, both super-effective against Grass-type pokemon, didn't help either.)

The main important trainers, like Gym leaders, E4, and Red are way overleveled compared to most other trainers and wild Pokemon. That is the point I was trying to make.
By the time you find Wild Pokemon who would be around your level at Mount Silver, the main challenge is at least 20 levels above that, and this kind of grind is not nearly as bad with any other game in this series.

But it doesn't matter. That was your means of getting the Pokemon if you couldn't trade. And if you wanted that littke shit on your time, then you put in the grind, just like you did before. A level 20 with an exp share, in one run through the E4, would get to 32-36. Another would get it to 40 and change. By then, you could grind out the rest for another.
Time consuming=/=bad. I started arguing because someone said the Pokemon were under leveled. Since they were, it would make sense that so would be trainers. So you could swap train your newly caught pkmn.
