The movie and licensing was in Wesetern hands for over a decade. Multiple screenplay drafts made, Weta was prototyping it for a while, but considering how difficult to subject matter was, and how rabid the fanbase was, nobody really dared to commit.
In the end, the rights expired and Anno, deciding to work on Rebuild, refused to extend it. They took the most complete version of Eva screenplay draft they had and literally turned it into Pacific Rim.
At this point, no western company owns Evangelion adaptation rights and won't until the rebuild is finished.
