Because, despite everything that happens, Dojima is the kind of person who looks for the good in everyone. He understands that Adachi is a bad person, but also wants to believe that he's not all bad. He's his kouhai and shit, even if he done goofed up, Dojima still has some responsibility towards him and wants him to get better. He's just a nice guy, I guess. I don't think the game says how long they've worked together but we can assume it was long enough to have built up some camaraderie (he does invite him into his house and eats dinner with him). Adachi was just fucked in the head and Dojima sees him as redeemable.

The shadow world was the amalgamation of the outside world's desires, and it killed people because that's what the outside wanted. He just missed the big fucking obvious clue that was that the shadow world was not ALL desire, just shitty ones. He couldn't have known Izanami was fucking the entire thing up to make it that way, but even if he had, he likely would have ignored that part as well.
He was miserable and dealing with the fact that his entire life was built up to one mistake he made at his previous assignment, which iswhy he was assigned to Inaba. He had no friends and obvious mental issues he left unaddressed; thinking he could really be right in any way is a bit naive.
