It's not terrible, it just doesn't push the player nearly hard enough to utilize their abilities in unison. To be fair, what Dark Souls I've played has the same problem. You can deal with most bosses just by hugging their legs and learning their ~4 moves. Even the relatively unique shit like Moonlight Butterfly just as you dodging or blocking slow projectiles until it lands.

I don't remember novigrad and velen, but I'm doing Skellige right now, and I've got 2 drowners contract, both on Ark Skellig, one at an Craite main village, the other one at the south on the island. Do quests and kill bandits. Bandit swords in Toussaint sell for ~230 gold a pop.
If you haven't yet, do the "Wine Wars" quest chain. It's long as fuck, but you'll make upwards of 3,000 gold if you take it all the way.

A vast majority of scripting wouldn't allow it, or take a tremendous amount of work to enable.
Take something as simple as transitioning from gameplay to cutscene, even if you were to completely ignore the co-op partner you'd still have to place him somewhere after the cutscene has ended, especially if you're moving to an entirely different area or god forbid, a new map.
Not to mention a lot of other conflicts that come to mind as I type this, like, what if your partner entered a quest area on his own without the host? Or what if the host dies?, etc etc.
