Drivers were bad for a period, but so was Nvidia's recently. Both companies have had multiple rough patches during their history, it's always good to keep up with driver news before you update just in case, but things seem to be okay for both right now.
AMD's reference coolers weren't enough to handle the 290/290X, but they stepped up to liquid cooling for the 295X2 and FuryX. Now that they're moving to 14nm, heat issues aren't as likely to be a big problem. Certainly not for a midrange card like the 480. Still possible, though, as the NVTTM cooler on the 1080 has shown.
Basically, thermal throttling is mostly a high-end GPU issue can be pretty much avoided by just buying any decent non-reference-cooled card.
