It's not been used well for a while.
I so badly want to see a game that utilizes pixel art like pic-related but with a large sense of scale where every pixel is used to make a scene on a 1920x1080+ canvas. With fluid animations and high interactivity.
Perhaps a city-building sim or RTS/4x where every aspect of the game is made on the smallest scale with the every pixel utilized to create everything from the UI to the details.

It's too expensive to hire pixel artists and takes too long to make pixel art.
The general audience these days doesn't know how games used to look. Thus people easily get away with MS Paint sketches.

In the hands of an expert it usually gets my nostalgia boner raging. There's a lot of stuff between "expert" and "unskilled", of course, but these days you'll more often see it as a crutch for a bad artist.
Honestly, though, even that's not the end of the world. Visual presentation is important, but not every game needs to be a visual masterpiece to be good.

Sprites do not scale well. You're posting them at native resolution, but monitors are not 512x338.
Also the bigger the canvas, the harder it is to make the sprite pixel by pixel. A lot of people sticking to 2D have just moved on to hand drawn art (like Skullgirls) because of this

I think the quality would depend on the algorithm used to downscale the image. If the algorithm is designed with pixel art in mind maybe the solution wouldn't be that bad. I don't know if anyone has tried to make software specifically for this, but maybe it'd be worth looking into.

You can, with the right tools and know-how. Downscalling alone won't cut it.

Start by learning art.
The problem with god tier pixel art in games is that you have to, not only, make graphics easily readable by the player (This hurts backgrounds), but animations that move quickly and fluidly to pass on information (This hurts actors and other foreground objects). That takes a ton of work, to make something look pretty but to not distract from the gameplay.
