MK9 is better than MKX purely from a gameplay perspective. MKX is just way too offensive and 50/50 based for its own good. MK9 had balance issues heavily, but the fundamentals and core gameplay were amazing. Footsies in MK9 were amazing, and anti-air jabs were very reliable and prominent to discourage this jump happy mentality. MKX has none of that. JIP and NJP have hitboxes so massive that you get blown up trying to AA them, 90% of the cast has a 50/50 for free (some are even safe), and a majority of the top tiers have extremely dirty block pressure and corner setups. The balance in MKX is better and game itself is more refined, but they ruined the flow of the game entirely.
Everything outside of the actual fight is done better in MK9.

When MK9 was out the netcode and people being shit were issues but that didn't stop consistent generals with entirely full KOTH lobbies. The MKX /vg/ threads saw plenty of people per thread, yet anytime a tournament was held or people simply asked for games there was nothing. Maybe 10-15% of the thread was actively playing. It's just sad to see because if you care enough about the game shouldn't you be playing it with others and wanting to improve?

MKX only allows for pure rushdown play, which immediately makes half the cast not viable because they don't have reliable safe 50/50s to constantly abuse. The stamina system is really shitty and the chip damage abuse is retarded. Characters like Cage and Takeda can just put you in these constant block string chip situations and there's so little you can do about it.
MKX is worse than Skullgirls as far as abusing 50/50s and resets go. The balancing is awful because only one playstyle works so all the "pros" are just the guys who know when to flock to the top tiers and when to not be a character loyalist like Tom Brady.
MK9 was a lot of fun to play, but MKX isn't fun at any level of play.

I actually really enjoy watching MKX, but I cannot for the life of me see how anyone can play it for anything, but money. Same with Injustice. It isn't fun at all. The design philosophy in these NRS games is so illogical.

This right there defeats the purpose. Pre created strings in 3D fighters work because they have a set end and beginning. You can choose to do the whole string, do a variant ending, or stop along the way. Because these are all set in stone, people can punish and deal with each of them as they come.
So someone in Tekken can correctly deal with a string of moves. When there's a 50/50, usually one option is significantly slower than the other. When they aren't, typically the benefits of landing one is significantly better or neither is particularly powerful. For example when fighting certain characters in Soulcalibur you have little reason to block low because their combo starters are mid and they have no command grabs.
In MK though if you ever guess wrong during any part of a string, it can be converted into a special move that gives them a massive combo for 30-40% of your health. The risk reward is so fucking out there it makes no sense. It also means defensive play just doesn't exist.

Pig of the Hut is a shitty toxic human being and most of the NRS community dislikes him, some straight up hate him, but put up with him because of how popular he is.
Pig also only got as high placements in MK9 and Injustice because he played 2 really powerful top tier characters, Kenshi and Zod.
Now he is playing the absolute worst character in the game in MKX Kenshi. Which is his own fault, you don't have character loyalty in a game like this.
MKX's balance is fine outside of ALien who really needs to be dealt with for being retarded.
All the other top tiers are beatable by mid tiers, the only problem is they have some bad matchups, so you either need a secondary or a lot of practice grinding out shit matchups.
There is only like 4 truely unviable characters.
Kenshi, Goro, Bo, and maybe Sub-Zero.

Multiple times, yes. Clone going away on blocked moves was a horrible mistake where jump punches are the size of a fucking football field and everyone has disjoints. I main Sub too and while the character isn't total shit tier he gets bullied by a lot of the cast. Same issue as MK9 where even when you outplay someone, you're still prone to losing. Except Subs corner combo game in this is insane if you land a shatter, nearly 50% meterless.
Sub-Zero wasn't nerfed. Cyber Zero has crap damage but you can slightly increase it by using the drone enhanced bombs in the corner.
