He's pretty good but he shouldn't be classified as a tank. He has no armour and no way of mitigating damage whereas every other tank has some kind of shield.
The best way to play Roadhog is to sneak around and snipe squishy targets. Most Roadhogs just charge up to the frontline and try to hook people while the entire enemy team shoots them.
